The move by BSkyB to offer a terrestrial pay TV service is meeting opposition from the U.K. regulator that make s the decision on whether to approve of the plan or not.
Britains, Office of Communications (Ofcom), has concerns that the inititiative could weaken the appeal of Freeview, the digital terrestrial platform.
What BSkyB wants to do is replace the free stations Sky News, Sky Sports News and Sky Three with premium channels that would offer movies, news, entertainment and live football (soccer).
With new players like Virgin Media and a new soccer channel from Setanta about to start near the end of this summer, it's making some nervous about the increased competition.
The concern is that if BSkyB is allowed to do this, it would take away choices for consumers and the draw of Freeview, the current leader in viewers of multi-channel TV.
