The current Canadian law against movie piracy makes if virtually impossible to enforce, as it has to be proven that the reason someone was recording it was to make money off of the recording - that's all about to change.
In response to increasing pressure from Hollywood and a visit from California governor Arnold Schwarzenegger, the Canadian government is about to adopt a new law with severe penalties for cinema abusers. The new law will have some bite as it will carry a penalty of up to five years in prison.
Under the new bill, simply recording a movie in a Canadian theater can produce a two-year prison sentence. If you're caught recording it for the purpose of reselling, you can get up to five years in jail.
Montreal has the dubious honor of being the No. 1 city in the world for selling illegally recorded films. Of all Canadian film counterfeiting in 2005, 75 percent came from Montreal.

"According to the MPAA, New York is a ‘movie pirate heaven’. It is reporting that 43 percent of all pirated (cam) movies in the US, and 20 percent of them worldwide are shot in New York theaters." - New York: The Movie Pirate Capital
Let's just throw numbers in the air and see where they end up on the map. These numbers against Montreal better stand on strong evidence.
